New Delhi: Expressing serious concern over people dying during manual scavenging and sewage cleaning in India, the Supreme Court Wednesday said nowhere in the world people are sent to “gas chambers to die”. Although over 70 years have passed since the Independence, caste discrimination still persists in the country, the apex court said while making scathing observations on the practice. A bench headed by Justice Arun Mishra questioned Attorney General K K Venugopal, appearing for the Centre, as to why proper protective gear like mask and oxygen cylinders were not being provided to people engaged in manual scavenging and cleaning of sewage or manholes. Four to five people are dying due to this every month,” said the bench also comprising justices M R Shah and B R Gavai. The Constitution has provided that all human beings are equal but they are not being given equal facilities by the authorities, it said. The bench termed as “inhuman” the situation where the people are not provided with any protective gear and they are dying during the process of cleaning of sewage and manholes across the country. Venugopal told the bench that no law of tort, which deals with civil wrong and its liabilities thereof, is developed in the country and the magistrates are not empowered to take cognisance on their own of such incidents. A case can’t be filed against the person who is sweeping the street or cleaning the manholes but the supervisory officers or the authorities, on whose instruction the work is carried out, should be held liable for this, he said. “This is most inhuman to treat the human beings like this,” the bench observed. The bench also made observations on the aspect of untouchability in the country. “Despite the constitution abolishing untouchability in the country, I am asking you people, do you shake hands with them? The answer is no. That is the way we are going on. The condition must improve. We have moved 70 years since Independence but these things are still happening,” Justice Mishra said.

New Delhi: An information stealing computer malware by masking as a message from the Income Tax Department has been found prowling in the Indian cyberspace, a federal cyber security agency has warned in a recent advisory. “A phishing and malware campaign is active since at least September 12 and is targeting individuals as well as financial organisations. The campaign involves fake emails purporting to be sent from Indian Income Tax Department,” the CERT-In said its latest advisory accessed by PTI. A senior tax official said fraud links faking the I-T department are often used by fraudsters as people are very concerned and serious about their tax filing, refunds and other businesses with the department. The department has run many awareness series to educate people and taxpayers against these frauds,” the official said. First variant includes an attachment with extension .img which contains a malicious .pif file while the second variant lures the users to download a malicious “.pif file hosted on a sharepoint page via a link of fraudulent domain incometaxindia[.]info, it said. This domain, it said, has now been disabled. “The malware samples add persistence by modifying the Windows registry and have been observed to have information stealing capabilities,” it said. It issued some samples of fraud emails being sent with subject line stating: Important: Income Tax Outstanding Statements A.Y 2017-2018 ; Income Tax Statement XML PAN XXX895X.pif; Income Tax Statment XML.img; Income Tax Statement XXX8957X.pif among others. The agency also suggested some counter-measures: Do not to open documents from untrusted sources and should disable running macros in MS Office by default; don’t open attachments in unsolicited e-mails, even if they come from people in your contact lists and never click on a URL contained in an unsolicited e-mail, even if the link seems benign, it said. In cases of genuine URLs, close the e-mail and go to the organisation’s website directly through browser, the Cert-In said.

Mumbai: The government wants to sell excess land holdings held by state-run enterprises and will soon be appointing international consultants to help on the same, a senior official said on Thursday. The process, to be carried out by the Niti Aayog with the help of the Finance Ministry’s Department of Investment and Public Asset Management (DIPAM), will be a big source of revenue in the next two years. The government is at present on the look-out to tap newer sources of revenue as it tries to address the country’s developmental needs. It has also had to sharply cut taxes to spur investments and push up growth which has slipped to a six year low. They will be handling these transactions,” Dheeraj Bhatnagar, an additional secretary in DIPAM, said at the annual Capam event here. The list of excess land or non-crore holdings held by the enterprises will be collected first by the Niti Aayog in consultation with the administrative ministry under which the company falls, the DIPAM and also the state government under which the land falls. Once identified, the land parcels will be segregated into three categories – clear title, one with non-clarity and also facing hurdles like litigations. He said there are a lot of issues with titles because both the States and Centre had Congress governments and the lines blurred, wherein land held by a state government was cited as one held by a state-run company.
New Delhi: More than 1,100 bank accounts were opened at fake addresses to adjust crores of rupees embezzled through online fraud, revealed the investigation in a case in which Delhi Police arrested two persons in online banking racket from Karol Bagh and Ajmer in Rajasthan. Over 1,000 persons were cheated by the fraudsters through sim card swapping.The investigating agency said that the accused persuade their victims to share confidential details on the pretext of linking their Aadhaar cards with their mobile numbers. Police identified the accused as Alimuddin Ansari (27), a native of Jharkhand and his associate Manoj Yadav (31) who lives in Azamgarh, UP. 81 debit cards, 104 cheque books and 130 passbooks of different bank accounts used in cheating were recovered. “Ansari was arrested from Ajmer whereas Yadav was nabbed from Karol Bagh area,” police said. Once the target is convinced to send the SMS, that carried the 20 digit number of the new SIM card (which is already in possession of the fraudsters), the original SIM card with the victims are deactivated forever. As a result, the group gets access to all the bank account details and other potential areas where a mobile number is used to receive the OTP or other security passwords. Within minutes, the accused do account transactions through mobile banking without victim’s knowledge.
Nashik: Five people were killed and three others injured in an accident involving a truck and a tempo in Maharashtra’s Nashik district, police said on Sunday. The mishap took place near Sinnar on Nashik-Pune highway, around 25 km from here, on Saturday evening when some locals were taking their cattle for grazing, an official at Sinnar police station said. When the speeding truck’s driver saw cows crossing the road, he applied sudden brakes, hitting a person who was taking his cattle for grazing, he said, adding that the victim died on the spot. Meanwhile, as the truck stopped suddenly, a tempo moving behind collided with it from the rear side, killing two passengers each from both the vehicles, he said. Three persons travelling in the tempo were also injured and admitted to a local hospital, he added.
Kolkata: The economic slowdown has dimmed the lights of Bengal’s biggest festival this time, forcing Durga puja organizers to scale down celebrations due to shrinking sponsorship. Not just small-budget pujas, big-ticket ones have also curtailed their budget by nearly 15% to 30%, mostly compromising on marquee decoration, according to organisers. On an average, setting up a theme-based marquee for the five-day fiesta, replete with safety arrangements and basic amenities, costs anything between Rs 12 lakh and Rs 30 crore in Bengal. Corporate firms are not willing to spend on advertisements, he claimed. “Every year, huge advertisement hoardings and posters greet revelers outside the puja pandals, but this time, the numbers have shrunk considerably,” he added. Organizers have made several modifications this year, mostly cutting down on promotional activities. Kajal Sarkar, the president of Forum for Durgotsab, said sponsorship has fallen by 30-50 per cent. “Donations, subscriptions and retail advertisements cover about 30 per cent of the expenses, the rest is usually taken care of by corporate funding,” Sarkar said. The situation has gone worse for small-budget Durga pujas committees, with some of the organizers opting for a marquee without any distinct theme. “We had decided to adorn our pandal with glass structures, but lack of funds forced us to find an alternative in plaster of paris,” said Ashok Deb, an official of a Durga Puja committee in North 24 Parganas district. According to advertising agencies, weak consumer sentiment is also one of the reasons for lack of sponsorship. “Most advertisers in India try to leverage the festive season. In the current year, advertising spends across multiple sectors have taken a hit due to weak consumer sentiment. “Nevertheless, the government is taking active measures to tackle the scenario by providing relief in corporate tax rates,” Anand Bhadkamkar, the CEO of Dentsu Aegis Network India, stated. The Trinamool Congress (TMC) leadership, however, blamed its arch rival Bharatiya Janata Party (BJP) for the economic slowdown in the country. It also slammed the BJP-led government at the Centre for allegedly issuing income tax notices to several Durga Puja committees here, contending that festivals should be exempt from levies. The Central Board of Direct Taxes had, however, denied sending any notice to the organizers, ahead of the puja. “Durga puja is usually organised with the help of subscriptions and sponsorships. But harassment by the I-T department and the economic slowdown have hit the celebration hard this year,” a senior TMC leader maintained. Denying the TMC allegation, a BJP leader said the crackdown on chit fund firms have left the state high and dry. “The TMC allegations are baseless and bereft of truth. Funds for Durga puja have dried up due to crackdown on chit funds companies,” he added.

New Delhi: The Delhi Police Commissioner Amulya Patnaik has directed officers to review the security of police establishments.Sources revealed that officials were also told to brief their staff to avoid single-use plastics in offices and police stations.
